The requirement to use Experience Points to Enchant an item makes perfect sense, you are upgrading something to make it potentially more capable or provide it with some type of enhancement.
For repairing items, particularly on the Anvil, it makes no sense, you have already invested in the materials to craft the item and you are not upgrading or enhancing the item, you are merely repairing the item. In a real-life scenario, if you have already made the item, you already have enough experience to repair the item as well.
