Cannot create an Empty Project #4

The Java Empty Project template produces an exception when you attempt to create a project.

This template has been temporarily removed from the extension while we search for a more permanent solution.

This issue is caused by the empty project not containing any <ProjectItem> elements. It needs to include at least one file, such as a readme, in order to work.
