I decided to drop the boost from rushing options. Instead rushing with credits is given about half of the governments and rushing with people is given other half. Exception is that Hiveminds / AIs do not get new rushing options.
Seems to work now. Closing.
Government types should give bonus or negative to happiness. Same government types between realms should give diplomacy bonus and different ones negative bonus. Robotic and hive mind governments should negative happiness totally.
Production bonus apply per planet when there are 4 or more population on planet. Trade bonus is extra credit earned in trade with other realms. Rushing should give boost for 10 turns.
War fatigue would grow by each turn by number of war realm has. Resilient to war fatigue means that government type gets one war less war fatigue. Number of war fatigue would be divided with something and that number would negative happiness. Weakness to war fatigue means that goverment type gets one extra war fatigue.
