Suitability is still confusing, since it can be over 0% even if planet cannot be colonized this can happen due radiation. Also barren planets have over 0%, maybe this could be changed so that barren planets are first at 0% after advanced colonization it allows colonization for 25%. Currently it might be that barren planet has 100% suitability and when advanced colonization is discovered it is 125% which is more that any other planet, which makes no sense.
