Codify project information file #23

Define how projects should describe metadata.

Could be based on SEP-1. I would add a new section for contract specifics.

Another possibility which is discussed is to have this information on the domain side.

(Contracts could even reference domains in contractmeta! and this could then be used to describe the contract itself. Out of scope for this, but great perspective.)
