Chore: turn site_url env public #115

This PR moves the SITE_URL environment variable from a private scope to a public one, now exposed to the client side as NEXT_PUBLIC_SITE_URL. This change is due to the upcoming Livepeer integration's requirement to use it on the client side. Since it doesn't carry any sensitive information, sharing it on the client side is not a concern.
