This PR updates TurboETH to use the latest Next version 13.4, which turns the app router stable, making the template production-ready. By upgrading to 13.4, we benefit from performance and stability improvements, ensuring a better experience for developers and end-users.

It's worth noting that there are additional enhancements suggested in the Next.js 13.0-4 release notes that have not been addressed in this PR. These include Next.js font optimizations, full migration from the pages router to the app router, and breaking down and transforming large client components into server components for better performance.
