FLOWPIPE_MOD_LOCATION doesnt work #475

This works:

flowpipe pipeline list  --mod-location ~/src/flowpipe-mod-github/

but this does not:

FLOWPIPE_MOD_LOCATION=~/src/flowpipe-mod-github  flowpipe pipeline list
