Added section about ECS based authentication for cross account queries #142

This is a followup PR to this script update PR: https://github.com/turbot/steampipe-samples/pull/15

To be clear, this docs update should only be merged once the PR above has been merged and when consistency has been checked after potential changes to the script PR.

Feel free to adjust as needed.

@judell Sounds good! This is the technical blog post by the way: https://dev.to/finnauto/running-steampipe-on-aws-fargate-51ci When I originally set this up on Fargate I struggled a bit and there wasn't a lot of info to find, so I thought I'd write it down to help others.
