Empty dynamic aggregator issues #3502

if there is a csv aggregator with no other connections there is an error in plugin logs: 

failed to set connection config for plugin hub.steampipe.io/plugins/turbot/csv@latest, connections csv_g : paths must be configured

followed by 

  timed out waiting for hub.steampipe.io/plugins/turbot/csv@latest to startup after 5 seconds

SetConnectionConfig should not be called for aggregator connections (an indeed if there is only an aggregator connection there is no need to start the plugin in the first polace)
