Cannot use substance with root user on WSL.

When using substance in WSL there is no way to use sudo as there is this error:

FileNotFoundError: [Errno 2] No such file or directory: 'cmd.exe'

Hey @mlb6 can you provide more details with the full -d run when you do run with sudo under WSL?
