eventmanager: Sunlight Labs API key not required #1230

Sunlight Labs has been shuttered. The sunlight-congress API still works but the API key is not required for the EventManager project (per https://www.propublica.org/nerds/item/sunlight-labs-takeover-update). ProPublica is developing a single CongressAPI to be released in early 2017.
