Updated rubric to match M1 style using other updated M2 project rubrics as a guide
Added note that an individual can fail even if project passes
Added closures as a WOW
Added purity as a competency example
Included scoring breakdown used in other projects for WOW, YES, Not Yet rubrics
Questions/notes for reviewer
I made this rubric a little less explicit than the WC Part 1 rubric for items that were the same but still left in some detail to point them in the direct of what we'd like to see them strive for.
Cass made the final project rubrics less explicit so that they can think through how they want to approach meeting those expectations. My thinking was that we can use the rubrics before that to point them to some possible approaches and best practice (like beforeEach and separate it blocks for tests) then they can reach for that info on their own for the final.

Closes #676
This branch is set to merge into gh-pages since we need these changes this inning
