Expansion Bay - Quantum Defender Issue #24

The expansion bay type [Quantum Defender] BP cost is not affecting the total BP summry for the [Expansion Bays] section nor is it counting towards the total BP usage of the ship. This is true at both the minumim value (10) and the calculated value for Size Category 3+ ships.
