Added sort order in order to process older request.

Thanks for merging to develop branch. When does it merge to master branch? I cherry-picked this and #582 into my repo anyway, but I need to merge updated version from master some day.

We're hoping to release around the same time as Moodle 3.11 so will merge to master then. That's in a few weeks time.
