Extend fail2ban coverage to Webmin, Webshell and other software

an MVP fail2ban implementation will occur for v15.0 (see #630). This issue relates to extending support for other software included in TurnKey.

A (probably non-exhaustive) list:

• [ ] Webmin
• [ ] Webshell (if still included - see #1019)
• [ ] Adminer (where installed, i.e. LAMP/LAPP appliances)
• [ ] Apache (where installed, i.e. LAMP/LAPP appliances; plus most of the library)
• [ ] Nginx (where installed)
• [ ] LigHTTPd (where installed)
• [ ] Tomcat (where installed)

That should cover most (if not all) appliances, however, there may be more to do...
