Replace Gallery app with Piwigo #1175

Gallery hasn't had any updates for years. It isn't compatible with PHP7 and regardless, IMO we should seriously consider discontinuing it as it may well have security issues. Piwigo is a Gallery-like app which could be a good replacement?!

I have recently looked for a replacement for PHPAlbum, which is undeveloped, and I have also found Piwigo to be the best. It seems quite easy to install - I just extract it to /var/www/, set the database password and admin password, which is md5 hashed.

FWIW, Gallery has been revived so we've re-released that for v16.0. Having said that, I still think that this would be a pretty easy candidate and could be a winner?! Regardless, I'm moving to v17.0 for now...

I agree. Piwigo is getting more updates and is much newer/nicer.
