add a bunch of logging QOL improvements:

ability to dynamically set the log filter with the admin endpoint /log-filter: echo -n "timings=debug" | http post http://localhost:9090/log-filter
add a timings log target, to log stuff captures with the record_time macro, with DEBUG level (try setting timing=debug with the endpoint above)
