Thrown potions not blocked

Full config.yml please. There are other options that can affect this.

Are they blocked when someone is within the landing area of the potion? Or just not blocked when there is no one affected?

Player in creative in the air - may spam throw potions (they do nothing) but its very annoying they can do this.

So long as it doesn't impact anything (cow, player, other entities) AntiShare cannot stop it. This is a Bukkit limitation I can't avoid.

(I also cannot stop them right when they throw it, before it travels, due to a different limitation)
