Bot flow:

Open admin room with bot (#5)
Send command to start verification process in admin room (!register owner <server[:port]>)
- Verify that the server is bridged, and that the bot is connected
Bot instructs user to send a whisper from the console to the bot (matrixappsvc), much like nickserv (/tell matrixappsvc verify <code>)
Bot checks code and records auth
