[P2P chat] Jami (formerly Ring) Bridge #150

A bridge between Matrix and Ring. This issue is related to https://github.com/turt2live/matrix-wishlist/issues/59.

Here are the source codes for the Ring project.

Ring is now known as Jami: https://jami.net. Note that Jami is peer-to-peer and exclusively end-to-end encrypted, so I'd label as "hard" rather than "medium".

@non-Jedi, last I knew, Ring¦Jami also is a SIP Client, so that should be considered, at least for mention in any such bridge, with coordination to SIP Bridging.
