SMS Notifications #58

"As a user, I'd like to receive SMS notifications like I receive email notifications."

This requires likely changes to sygnal, although this may be avoidable by using the notification targets API.

Bonus points if the SMS options can be configured in Riot.

if you just want to hack it together you could just set up an email receiver like cloudmail and have the receiving webhook send sms
