Description

Added full documentation for multi-robot discovery server. Various clarifications to prevent user issues. Updated section that was missing Humble instructions Added missing link to purchase the charging base

Fixes https://github.com/turtlebot/turtlebot4-user-manual/issues/21.

Should not go live until the packages are fully released.

@democat3457 The website went down after this change was committed but everything has been resolved now and these changes are available on the live website.
