Reinstate mjpeg server #31

We don't need it to roll the deb, but the app launchers do actually use it.

Reinstate it in turtlebot_core_apps/manifest.xml and stack.xml once it has rolled a deb for groovy.

Added it temporariliy in turtlebot_apps so we can roll a deb. Remove it as soon as bosch is rebuilding it.

No longer needed - android apps weren't actually using it 73829323b193ca2f6669ab97a226e2c8d06a9822.

It was a rough hack for a web app ages ago (06007ced68d6353682e8140400c97c217d4617e7). Lets aim for a proper web infrastructure moving to hydra.
