Is the standalone version available without arcgis license #1

Hi,are the two versions(arctoolbox versiion and standalone version)both need the arcgis licence？Thank you very much.

Thank you for your reply.I am very interested in this tool but unfortunately I have no arcgis license. Maybe other people have the same problem like me.Do you have the idea to updata your tool to make it available without arcgis license or other fee-based licenses. To make your tool become completely open source will attract more people to use.This is only a suggestion，I hope I didn't offend you.Thank you every much.

No worries. Thank you for the suggestion. I'm thinking to fork it using Open Source but don't have to spare at the moment.
