Fix terms and condition #194

User noticed that upon sign up checking the terms and condition can be unchecked and would still allow the user to proceed to a successful signup

Demo steps: Places where you can access the modal -Login Page/SignUp Page/Main Page Footer/Services/Events

Tasks:

[x] Discuss with stakeholder the terms and condition
[x] Add dedicated terms and condition page
[x] Fix checkbox for signup
[x] Pop up whenever the term's and conditions link is clicked
[x] Demo steps
[x] Customer Sign Off

Checkbox was removed in issue #198, it is assumed by signing up that the user is accepting the terms and conditions. This is a norm on many websites, not sure if there are regulations against this in Canada (like the EU).
