Users are complaining that they cannot understand what a service is even for without a description or external link to more information.
We need to add more information to each service that was scraped and is in the database.
This is the second step in doing this.
To add info:
1 - Open the MtlOrgsCvsHours.xls file that is under server->db. Make sure to open the .xls file, not the .csv
2 - Add a description that you find online to the service under the E column (ideally in french to keep consistency of the database)
3 - Add the website, if not already there, in the W column.
4 - If some info (address, etc.) isn't there for the given service, add it in the appropriate column
5 -Save file and push
