Reorganize build/release pipelines #6830

There are separate tasks for building & publishing the release
- Build jobs produce artifacts and store them in archive
- Publish jobs take those artifacts, package, and upload to destination
Desktop builds are separate jobs per platform
It is possible to build staging and/or prod build
Publish jobs should publish either staging or prod
Github releases are created by the publish step (and can actually publish those releases)

Calendar team already implemented something similar for their artifacts, but they only publish mobile apps for now. Also their publish job only prepares the release in the stores, doesn't actually submit it for review.

We need to figure out how to make it work for web/desktop releases without too many steps.
