Users not visible in settings #7572

Only the own user and newly created users are visible in the user management in the settings.

This seems to be a local storage problem. When logging in in the web browser all users are visible.

Noticed in desktop client v244.240913.1

I can't seem to reproduce this on either v244.240913.1 or latest. Does this happen on a particular account? Could you please provide some steps to reproduce this problem?
