Pre-populate some topics on database #13

To help first nominations, it's good to pre-propulate the database with with some Topics like: Software Development, Diversity & Inclusion, Business Development, Management, Leadership, Arts, Design, etc..

Needs to be done on production, so only DB admins can do it.

Done, there's now a bunch of topics on both dbs (dev and prod)
