Add Java 11 support #308

The Mediaserver actually doesn't work with Java 11 or even Java 9. To make it work in future environments Java 11 (next LTS version of Java) should be supported.

This adds basic support for Java 11 and keeps support for Java 8. To achieve this, not all features of Java 11 are used.

Java 11 has it's own HTTP client. We still use Apache HTTP client.
Java 11 supports new release parameter which replaces targetand source

This upgrades some packages too. Most interresting:

Spring Boot 2.1 with support for Tomcat 9
