CI Fix: Remove 'false' for clinical/claims configs

removed the claims_enabled = false variable from the dbt build command when the job is only suppose to run clinical
removed the clinical_enabled = false variable from the dbt build command when the job is only suppose to run claim
updated the required dbt version to 1.5 after helping a user test 1.4 which does not work with TTP. (1.4 is also End of Life with dbt and will not receive any updates or patches even critical ones)
