CMS HCC seed update - Githubissues

Two columns in the adjustment rate seed were set to 'numeric'. This was causing a bug in Snowflake where the precision was not being set properly. Updated the data type to float to match the other coefficient files.
Added a new year to the adjustment rate seed for testing with synthetic data.

How has this been tested?

Ran dbt seed --full-refresh --select cms_hcc__adjustment_rates and dbt run --select tag:cms_hcc --vars '{cms_hcc_payment_year: 2018}' with synthetic data in Snowflake and validated output.
