Add reconnect over ssh option #485

What's missing? Please describe your flow and where this feature will help. When I develop T7, I sometimes break the WebRTC connection and I need an easy way to use the fallback - SSH.

I suggest we add a third option on the Reconnect|Close menu letting the user to choose "Reconnect over SSH" on native platforms.

Won't fix as this is done automaticlly when agent is unreachable
