fixup: windows #7

after some discussion about powershell and how it differs from bash i made the following changes which should allow tvbeat-ssh config --username $USER to now work properly on windows

@doivosevic if you are able to test this and confirm it would be greatly appreciated :bowing_man:

looks like everything is working, though i would appreciate if a windows user or two could test the full process out... and tell me if i'm correct in how i set PATH on windows... documentation will be updated shortly
