Could it be possible to make the html dumps look more like the web version of telegram?

Sure. It's just a few HTML templates and a CSS stylesheet (located here), so it is perfectly possible to modify the existing style or even do something in the fashion of multiple themes.

It just needs someone who has the necessary design and HTML/CSS skills and is willing to put in the effort. I do not personally have any plans to create an additional design for the HTML output.
