networkbuild.py needs to have start&end year comments #12

Hi Ishtiaque, It seems that when you overhauled the networkbuild.py you forgot to add the part we have discussed about having the start and end year being displayed in the first few lines of the .net file as comments.

They should be in this format %START %1991 %END %1995
