Feature to check for patch number for specific quests that are only available after certain patch #25

For example in WotLK Classic for the Alliance Vanguard some repeatable/daily quests aren't available till one of the last phases.

Added Retail tag since I am assuming there will be time gated content in Dragonflight as well.
