Reputation values and faction header bug fix #27

Fixed the reputation values for the following TBC and WotLK factions:

And made a start on mapping out quests for the main hidden factions "Alliance" and "Horde".

I also implemented a fix to counter behavior from an other addon that caused inactive factions to still be shown when sorted by standing.
