On Hebrew layout, press for a second on the "Shin" key, that will suggest
you a corrupted character ([])

This is due to incomplete fonts in your device.
The pop-up should show the NEW-SHEQEL symbol.

I use the Cyanogen's new ROM which includes a much more complete font glyphs, 
and I can 
see it.

It is a font related issue. Out of my scoop.
Does it work in Galaxy?

Nope, I tested it on the Magic and on the Galaxy.
Corrupted on both.

OK.
Go to: http://en.wikipedia.org/wiki/Israeli_shekel
on the right there is a frame with all kind of information, including the 
symbol.
Check it in your desktop computer, in Galaxy and in Magic.

Where do you see it?
