WIP: Process data #4

Add a processing step that converts values to consistent units.

A work in progress: needs tests and there are still a few things missing.

Are we ready to fix conflicts merge this in? I'd like to start writing some tests and I think some of the remaining work can be done as separate pull requests.

Sounds good. The things that are left to do can be done in separate, smaller PRs.
