Upgrade poetry and poetry2nix

Upgrade to Poetry 1.3.0, the latest poetry2nix, and add a simple Nix package for the controller.

As we decided to upgrade nixpkgs here, there are a lot of other incidental package upgrades that I want to make clear (as they make break things):

Python 3.9.x -> 3.10.x
Terraform v1.0.11 -> v1.3.6
Docker Compose 1.29.2 -> 2.12.2
NodeJS 14.18.1 -> 18.14.1
Helm 3.7.1 -> 3.10.3
Kubectl 1.22.3 -> 1.25.4
Minikube 1.23.2 -> 1.28.0

Notes

I've updated the poetry.lock for the scheduler. Even though Poetry 1.3.0 purports to read previous formats of the lock file, it failed to find setuptools. @simeoncarstens, it would be helpful if you could check out this branch locally and see if the scheduler still works for you locally.

Updating this to 1.3.0 seems to solve the problem. I pushed https://github.com/tweag/chainsail/commit/f087550 to address that. Once the last conversation thread is resolved, I'd be happy to approve and merge.

That's good. As I mentioned yesterday, I didn't notice that I'd broken the Dockerfiles with my Poetry upgrade.
