Also adds a bit in external config tutorial about mixing Arg types

@dorranh I guess maybe makes sense to wait to review until #88 is merged so that this diff shrinks down once those changes are integrated into this branch. If you do want to take a look before that, I think the one relevant file in this diff is the ExternalConfig notebook.
