Write tests of QualifiedDo #469

Add to the GHC testsuite tests of qualified do. While the feature is not implemented, golden outputs could be omitted.

Some things to test:

[x] Error messages for out-of-scope operations
[x] Error messages for using qualified do with arrows.
[x] That return is not affected
[x] RebindableSyntax and QualifiedDo enabled together in a module
[x] QualifiedDo with refutable patterns needs fail in scope
[x] QualifiedDo with irrefutable patterns doesn't need fail in scope
[x] QualifiedDo with mdo
[x] QualifiedDo with rec statements
[x] QualifiedDo with ApplicativeDo
[x] Variants of the above when using QualifiedDo in Template Haskell
