Support GHC 9.4 #259

We still have the version bound base < 4.17, which implies that GHC 9.4 cannot be used. This should be lifted.

In fact, support GHC 9.6. as well.

Done in https://github.com/tweag/monad-bayes/pull/292 and https://github.com/tweag/monad-bayes/pull/271. Will post follow up for 9.6.
