Add a buildifier exercise and run buildifier in CI #35

Addresses #32

buildifier was ran on solution files,
New exercise to declare buildifier targets,
buildifier is ran in CI,
Docstring added to please it.

The instruction did not match the solution, since the target in the solution was called buildifier-test instead of buildifier-print and the description of buildifier-fix was a bad copy-paste of the one of buildifier-print. This should be fixed now.
