Add an extract data CLI to the core package #57

This PR adds an extract data CLI to the core package, which is the second part of this issue #42

Since the wrapper of extracting data is relatively small, I add this to the core package instead of creating a cli package in the root directory, but feel free to comment if you think having it as an independent package is better!
