Ship v0.4.0 in opam #753

Currently, only v0.3.0 is shipped in opam, v0.4.0 never made it. We should package it there.

This is entirely my fault, but I cannot resolve it on my own: the Cargo workspace has changed significantly between v0.3.0 and v0.4.0 and I haven't been able to get things to work. I need to see with a Cargo-savvy person for half an hour and this should get it done.

Not 0.4.0, but 0.5.1 now has a PR on opam-repository: https://github.com/ocaml/opam-repository/pull/26832
