Factor out HAR format types into a separate package #8

          This is outdated from `cyanoacrylate`  already. The obvious way would be to import the types from CA directly, however, depending on CA starts the whole `preinstall`, which seems unnecessary and wasteful to include. Importing ReportHAR into CA would be better, but I think we should probably factor this out into some kind of types package?
