The endpoint is part of "Google Privacy & messaging" (https://developers.google.com/funding-choices) and available through the AdMob and Ad Manager SDKs for Android and iOS (https://developers.google.com/funding-choices/fc-sdks) as well as AdSense (https://support.google.com/fundingchoices/answer/9010669?hl=en).
